GRANTS AND PAYMENTS TO MUNICIPALITIES

Manitoba Local Government provides annual funding support to all 197 municipalities to address operating and capital priorities critical to maintaining healthy, sustainable communities.

Through the Building Manitoba Fund municipalities are provided with a share of provincial tax revenues to support priority infrastructure needs such as roads and public transit. In 2011, the Building Manitoba Fund (BMF) will once again provide increased funding through a share of growing provincial tax revenues.

Starting in 2011, the BMF formula will be changed to share one percentage point of provincial sales tax (PST) revenues, providing municipalities with a larger, faster growing and more predictable revenue source.

In fiscal year 2011/12, $239 million will be directed to municipalities for local infrastructure projects such as roads, buildings, transit and water.

The Province also provides all municipalities (City of Winnipeg and other municipalities) with a share of net video lottery terminal (VLT) revenues, along with other program-specific payments through Manitoba Local Government and other provincial departments.

GRANTS-IN-LIEU OF TAXES

The Province pays grants-in-lieu of taxes to municipalities for provincially-owned properties located within municipalities in lieu of the taxes that otherwise would be payable if the properties were not exempt from municipal taxation.

Under Manitoba Legislation, provincial property is exempt from municipal and education property taxes. However, the Province pays grants-in-lieu of taxes to municipalities for over 9,000 provincially owned properties within municipal boundaries. Grants-in-lieu of taxes are equivalent to the municipal and education taxes otherwise payable if the properties were not exempt.

Payments are made on the tax due date set by the municipality.
